This project has been drawn up as a manifesto for a coherent and durable development of the city. The goal is to create a project for the site that will guide development and that is strongly linked with the historical city center, while also defining the space of the city center. The plan presents a particular challenge, the redevelopment of a brownfield site. This appears as an apparent future void without a clear program. At the same time numerous actors and a historic frame provide a series of reflections and a strong context for the selfsame site.
